Building the Legacy of Hope
Hope Lutheran Church Land Use Committee seeks to prioritize ways church property can be used meaningfully to further the church’s mission. Since 2022 the Committee has been researching opportunities to provide service to the community and strengthen our financial stability through meaningful partnerships.
Initial Inquiry
The Land Use Committee is asked to consider how church property might be used more meaningfully to further the church’s mission, with a special emphasis on “Building Community.”
2022
SB 4 & Habitat SLO
The “Affordable Housing on Faith Lands” Act of 2023 (SB4) eases the process for building affordable homes in CA. Habitat SLO shows interest in acquiring land from Hope Lutheran to build affordable homes through Habitat’s longstanding homeownership and building program.

Annual Meeting
Hope’s 2026 Annual Meeting included review of Habitat’s Letter of Intent. Church members approved continued conversations with Habitat SLO.

Funding & Construction
Legal agreements are executed, land is acquired, loans are finalized and construction begins. Ongoing family partnership and social services programs for future homeowners are developed. Hope’s financial legacy is strengthened.
Community & Legacy
Families in Atascadero build strength, stability, and self-reliance through homeownership in collaboration with Hope Lutheran. Hope’s mission comes to life as we physically build community on our front steps through this meaningful partnership.
Project Development
Fundraising and preliminary design followed by final design and construction documents, family selection and loan approvals.
Feasibility & Analysis
Developer determines preliminary design, rough construction cost estimates, and funding gaps. Hope works to determine social support opportunities within the project.
The Next Steps
Collaborative discussion continues. Many questions and contingencies remain. Hope’s focus centers on service to the community through this extensive project.
